Tech Talent Revolution: Canada's Gateway to Global Innovation

The Canadian government has recently (June 27, 2023) introduced the Tech Talent Strategy at Collision 2023 with the objective of attracting highly skilled foreign nationals to live and work in Canada. This strategy encompasses various measures aimed at facilitating the entry of talented professionals into the country’s thriving tech industry. The key initiatives under the Tech Talent Strategy include:

Open Work Permit Stream for H-1B Visa Holders: Under this stream, individuals currently holding H-1B specialty occupation visas in the United States can apply for a Canadian work permit. In addition, their family members are also eligible to apply for study or work permits. Successful applicants will receive an open work permit valid for up to three years, starting from July 16. This provision allows greater flexibility and opportunities for employment in Canada.

Innovation Stream under the International Mobility Program: The Tech Talent Strategy introduces the Innovation Stream, which targets highly talented individuals. Through this stream, applicants have the opportunity to obtain employer-specific work permits for up to five years in specific industries identified by the Canadian government. Additionally, highly skilled workers in select in-demand occupations can apply for an open work permit, also valid for up to five years. These provisions cater to the specific needs of the tech industry and promote innovation in Canada.

14-Day Service Standard for Work Permits: As part of the Tech Talent Strategy, the Canadian government has reinstated the 14-day service standard for work permits under the Global Skills Strategy. This expedited processing time ensures a quicker and more efficient entry process for skilled professionals, enabling them to contribute to Canada’s tech sector in a timely manner.

STEM-Specific Draw under Express Entry Program: To further support the influx of tech talent, the Tech Talent Strategy introduces a STEM-specific draw under the Express Entry program. This draw aims to issue additional invitations to apply for permanent residency to candidates with expertise in science, technology, engineering, and mathematics. By prioritizing individuals with skills in these areas, Canada aims to strengthen its tech workforce and promote innovation and growth.

Enhancements to Start-up Visa Program: Under the Tech Talent Strategy, the Start-up Visa Program will undergo enhancements to provide greater opportunities for foreign entrepreneurs. Additional spots will be allocated for the program years 2023, 2024, and 2025. Furthermore, applicants will have the option to apply for a work permit valid for three years, as opposed to one, and an open work permit instead of a start-up permit. These changes streamline the process for entrepreneurs and enable them to contribute to Canada’s start-up ecosystem.

The Tech Talent Strategy demonstrates Canada’s commitment to attracting highly skilled professionals to its tech industry. By offering streamlined pathways, work permit flexibility, and support for innovation, Canada aims to position itself as a global tech hub.
